Capital Improvement Planning Committee (CIPC)

Per the By-Laws of the Town of Brookfield Chapter V Section 7:

A Capital Improvement Committee shall be appointed by the Select Board to be composed of nine members.

At least two and no more than four of the members will be staff member/department heads (or their designees) from departments most involved in planning and implementing capital projects with the remaining members to be appointed from the Community at-large.

The community members shall serve staggered three-year terms (2-2-1).

The purpose of the committee shall be to:

  • (A) study proposed capital outlays involving major non-recurring tangible assets and projects that are purchased or undertaken at intervals of not less than five years, have a useful life of at least five years, and cost over $10,000.
  • (B) develop and update annually a comprehensive five-year capital that supports any published master plan that reflects the priorities and input of the community obtained through at least one public meeting held each year prior to the Annual Town Meeting. The Capital Improvement Planning Committee shall prepare and submit to the Select Board by May 1 its annual update of the five-year Capital Improvement Plan along with a list of capital purchases and projects recommended for funding for the following fiscal year. Projects will be prioritized and expected funding sources will be identified. The Select Board shall review and approve the Five-Year Capital Improvement Plan and submit it to the Annual Town Meeting for acceptance by the Town.
