Master Plan
A Massachusetts municipal master plan is a long-term policy guide that shapes a community’s physical, economic, and social growth. Authorized under Massachusetts General Laws (M.G.L.) Chapter 41, Section 81D, it establishes a city or town’s official vision for development over a 10-to-20-year horizon.

Open Space and Recreation Plan
An Open Space and Recreation Plan (OSRP) is a community’s strategic blueprint for protecting its natural assets and enhancing local parks and public recreation. Unlike the broader Master Plan, an OSRP focuses specifically on green spaces, environmental health, and leisure facilities over a 7-year planning horizon.
To qualify for state funding, it must be officially reviewed and approved by the Massachusetts Division of Conservation Services (DCS).

ADA Self Evaluation & Transition Plan
An ADA Self-Evaluation and Transition Plan is a formal process required by Title II of the Americans with Disabilities Act (ADA) for public entities to review their current policies, services, and physical facilities to ensure equal access for people with disabilities. Public agencies with 50 or more employees must complete both parts, while smaller entities must complete the self-evaluation.
